Fontana City Hall · what it means for owners

Will 9 Fontana model homes in CFD 117 pay the special tax?

Fontana is asked to change a permit date so nine Southridge model homes become subject to the facilities special tax. Existing tax amounts stay the same.

Yes, if the council adopts Ordinance No. 1997, nine model homes in Fontana’s Community Facilities District No. 117 (Southridge) would become subject to its facilities special tax. The ordinance changes only a building permit date, not the tax amounts.

What the city is deciding

The council is asked to adopt Ordinance No. 1997 on October 13 at its second reading. It was introduced September 8 by a 4 to 1 vote. The amendment moves the qualifying building permit date from January 1, 2026, to January 1, 2025, bringing nine model homes permitted shortly before 2026 into the facilities tax.

Where and who it affects

Community Facilities District No. 117 is a Mello-Roos district: its properties pay special taxes on the property tax bill. It covers KB Home’s Southridge project, with 255 taxable residential lots east of Live Oak Avenue and south of Village Drive.

Properties outside the district are not affected. The documents do not identify the nine model homes by address.

What it could mean for your property

For those nine homes, the change means paying a facilities tax that covers facilities and bond debt. City staff wrote that bond debt service and maintenance costs will be paid from special taxes on the future homeowners in the district. The existing annual assigned amounts depend on living area:

  • Less than 1,725 square feet: $3,107.
  • From 1,725 to less than 1,875 square feet: $3,184.
  • From 1,875 to less than 2,025 square feet: $3,382.
  • From 2,025 to less than 2,175 square feet: $3,435.
  • At least 2,175 square feet: $3,706.

These assigned amounts do not increase annually. A study before the first bond sale may reduce them.

A separate services tax has an existing maximum of $1,080.45 per home for fiscal year 2026 to 2027. That maximum rises a little each year, starting July 1, 2027. It funds fire protection, maintenance, lighting, and flood and storm protection services.

The facilities tax can last up to 50 years beginning in fiscal year 2026 to 2027. The services tax continues indefinitely.

Questions to ask before you buy or build

  • Is the property inside District No. 117?
  • Is it one of the nine model homes covered by the date change?
  • Which living area category and facilities tax amount apply to the home?

What happens next

The council is asked to adopt the ordinance on October 13. No vote on adoption is recorded yet. If adopted, the ordinance takes effect 30 days later.
