Riverside City Hall · what it means for owners

Will new homes in Riverside's CFD 2026-1 pay extra special taxes?

Riverside would form a Mello-Roos district for 152 new homes in three tracts. Tax A alone has yearly maximums of $1,285 to $6,155 a home, plus Taxes B and C.

Yes, if Riverside approves the district and its special taxes, developed homes in the three included tracts would pay extra taxes. The packet’s ordinance and resolutions are unsigned drafts; the October 20 outcome is not known.

What the city is deciding

Riverside is forming Community Facilities District (CFD) 2026-1, a Mello-Roos district whose homes pay special taxes. The council would authorize three taxes and up to $10,000,000 in bonds, and hold a landowner election. Selling bonds needs another vote.

Where and who it affects

The district covers three tracts with 152 homes in total:

  • Zone 1, Victoria Grove: Tract 38921, 46 homes.
  • Zone 2, Pinnacle Pointe: Tract 38074, 53 homes.
  • Zone 3, The Ranch: Tract 39008, 53 homes.

The taxes apply to land in these tracts only; the per-home figures below are for developed homes.

What it could mean for your property

Maximum yearly special taxes per home, fiscal year 2026 to 2027:

Zone Tax A Tax B Tax C
1 $3,760 to $4,530 $150 $924
2 $1,285 to $1,935 $73 $897
3 $4,265 to $6,155 $335 $772

Tax A, set by the home’s square footage, pays for facilities and bond debt. Tax B pays for maintenance such as landscaping and storm drains. Tax C pays for police and fire services. These are maximums, and the draft ordinance lets the city charge less. The documents give no total bill.

From July 1, 2027, the Tax B and Tax C maximums rise yearly by inflation or a fixed minimum, whichever is greater, and the minimum is higher for Tax C. Tax A ends after fiscal year 2071 to 2072 and can be prepaid; B and C cannot. Once formed, a continuing lien secures each year’s tax on taxable property in the district.

Questions to ask before you buy or build

  • Which zone is the home in, and which square-footage band sets its Tax A?
  • Has any Tax A been prepaid?
  • Has the notice of special tax lien been recorded on the lot?

What happens next

The hearing is October 20 at 3 p.m., Art Pick Council Chamber, 3900 Main Street. Staff said it may ask to continue to November 10 while Zone 3 voter records are sorted out. Written protests go to the City Clerk by the time the hearing is set to begin.
