Manhattan Beach City Hall · what it means for owners

Does Manhattan Beach's housing task force change zoning?

Manhattan Beach is forming a resident task force for its next housing plan. No property changes or rezoning were decided, and minutes remain unapproved.

No. Manhattan Beach’s City Council voted 4 to 1 on October 6, 2026 to form a housing task force, and that decision does not change zoning or decide any changes to a specific property. The task force will give input on the city’s next housing plan.

What the city is deciding

The city’s meeting record shows the October 6 motion carried 4 to 1, with Mayor Franklin voting no; the minutes are not yet approved. The Council directed staff to establish a nine member resident advisory body with a three year term and assistance from an expert consultant. Its work includes input on the regional housing allocation method, advice on the next Housing Element and public engagement.

Where and who it affects

The Housing Element is a required citywide plan explaining how Manhattan Beach will address housing needs. Task force membership must have geographic balance among residents. No specific property or neighborhood is affected by this item, and no rezoning was decided.

What it could mean for your property

The next Housing Element covers 2029 to 2037. It must identify enough sites and zoning to accommodate the city’s assigned share of regional housing needs. That makes the eventual plan relevant to where housing can be accommodated, but this task force decision does not identify changes to any lot.

The Southern California Association of Governments, or SCAG, sets the city’s housing allocation. Manhattan Beach’s number for the next cycle has not yet been assigned. SCAG’s final allocation plan is due in October 2028.

In the current cycle, the city used the Residential Overlay District as its main way to accommodate its required housing allocation. The documents do not say where that district applies or identify sites for future rezoning. The nine residents will advise on the next plan.

Questions to ask before you buy or build

  • Is the property inside the Residential Overlay District?
  • What zoning applies to the property today?
  • When will the Housing Task Force start meeting?

What happens next

City work on the next Housing Element is anticipated to begin in 2027, with adoption required before October 2029. Staff will return to the Council, but the documents do not give a date or explain how residents will be selected. The Council designated the task force a Brown Act body, so its meetings follow California’s open meeting law.
