Lake Elsinore City Hall · what it means for owners

Will the Baker Street warehouse affect Lake Elsinore homes?

Lake Elsinore is considering two warehouse buildings near homes, plus road work and a 33.65 acre restoration area. No approval is recorded.

If approved, it would put two warehouses, up to 50 feet tall, next to a few homes along Pierce Street, and its draft environmental report finds air quality and greenhouse gas effects that cannot be fully reduced. No approval is recorded yet.

What the city is deciding

The proposal calls for two warehouse buildings totaling 1,000,451 square feet. The city is considering a zone change, design review, a parcel map and two conditional use permits, which are special permissions for certain uses and building height. Staff asked the Council to open the October 13 hearing and carry the item over to December 8.

Where and who it affects

The 140.04 acre site is at Baker Street and Pierce Street. Two homes are immediately west of the site, and another residence is next to its southeast side. Other homes and residentially zoned land are also west, southwest and south of the property.

The development area covers 65.81 acres. Another 37.86 acres would be used for road and utility improvements, including realigning Baker Street to Nichols Road.

What it could mean for your property

Building 1 would cover 212,028 square feet, have 23 dock doors and reach up to 46 feet. Building 2 would cover 788,423 square feet, have 110 dock doors and reach up to 50 feet. One requested permit would allow General Manufacturing (M-2) zone uses within 300 feet of a residential district. Another would allow the buildings to exceed the usual 45 foot height limit.

The project also includes 33.65 acres for future conservation and restoration. A further 2.72 acres would serve as a construction and improvements buffer.

The Draft Environmental Impact Report identifies significant and unavoidable air quality effects from daily nitrogen oxide emissions. It also identifies significant and unavoidable greenhouse gas emissions. Effects involving wildfire, hazards, biological resources, cultural resources, geology, land use and visual conditions would be reduced to less than significant levels with required measures.

Questions to ask before you buy or build

  • How close is the property to the warehouse buildings, dock doors and road improvements?
  • Is the property within 300 feet of the proposed M-2 uses?
  • What conservation or restoration work is planned near the property?
  • Which mitigation measures apply near neighboring homes?

What happens next

Staff asked the Council to open the hearing, take public comments and carry the item over to December 8, 2026. The documents read do not yet record what the Council did on October 13, and no approval is recorded.
